Tarusa, with 16,000 year-round residents, is a popular haven for Muscovites, who swell its population to 85,000 in the summer. The Hospital itself is the only health care facility in the area. It has a total of 135 beds and is meant to have a total staff of 40 physicians and 130 nurses. However, given state support that averages only $50 per resident per year, Tarusa's hospital has inevitably suffered from inadequate and poor staffing, entirely insufficient investment and maintenance, and a deplorable lack of the most basic equipment and services
The purpose of the new organization, in addition to providing direct financial support to Dr. Ossipov's local efforts, is to establish a working model for a new kind of philanthropic endeavor in Russia – a long-term fund, an Endowment. Thus the vision of the two friends became one of saving lives and improving healthcare standards today, while ensuring long-term support through an innovative financial model. By actively sharing their experiences and results with others, the pair further hoped to set an example for other philanthropic efforts in Russia.
