Our current Goals Recruitment of talented young physicians
Every year thousands of young people graduate from Russia's medical schools. Historically, most physicians working in Tarusa are graduates of the Tver' and Smolensk medical schools. Young physicians hired by the hospital are unable to afford adequate housing. In the past it was customary to allocate permanent apartments to incoming professional staff. Thus, the Endowment can make a meaningful positive impact by: 1) purchasing apartments for new employees 2) financially supporting the practical training of young physicians at the hospital
Acquisition of vital equipment
Tarusa Hospital does not possess critically important devices such as an ultrasound machine, exercise stress testing equipment, Halter and bedside monitors, a spirometry machine, an automated laboratory, equipment for general anesthesia, nor a modern operating table. The community has no ambulance with life-support or revival equipment. Thus, the Endowment can make a meaningful positive impact by facilitating the purchase, lease, or charitable contribution of needed equipment.
Professional education
Medical knowledge is constantly developing, expanding and being refined. The conscientious physician is therefore a perpetual student. Medical journals, books and websites serve this educational goal. Physicians in Tarusa lack sufficient access to these media. The Endowment will endeavor to: 1) provide the hospital library with the best medical journals, publications and books as well as internet capable and connected computers 2) arrange English language courses (none of the hospital's current physicians know English well enough to read professional literature) 3) facilitate professional education in selected fields at the Russian Academy for Postdoctoral Education in Moscow and abroad.
Consultations
Even if a hospital is well-equipped and staffed, it needs the support of consultants in specialized fields (e.g. in pediatric oncology or neurosurgery). The Endowment will endeavor to arrange 1) a liaison mechanism between Tarusa and Moscow covering all medical specialties 2) in selected cases - admission to Moscow clinics.
Fee-for-service treatment for non-Tarusa residents
The hospital sees great demand for treatment from non-Tarusa residents (mostly Muscovites), whose income is generally much greater than that of Tarusa inhabitants. The Endowment will help to arrange a mechanism for fee-for-service treatment of this category of patients and to set up special wards for them.
Palliative and end-of-life care
Hospices are institutions devoted to caring for terminally ill patients. In Tarusa this type of care remains undeveloped. Even the 360,000 roubles (approx. US$12,000) budgeted annually for "nursing-care" beds has never been actually spent for this purpose. One of the tasks of the Endowment is to arrange hospice care. To accomplish it, the Endowment will work with international charitable organizations experienced in hospice creation in Moscow.
Communication with local government and Kaluga Department of Health
The Endowment will not duplicate the responsibilities of the local government, or the Kaluga Department of Health. However, the Endowment will be in communication with them, both directly and indirectly.
